A Cornwall Council meeting took place last week due to one person’s objection to a café’s application to serve four customers seated at tables on the pavement outside.
Lovetts of Newlyn, based on The Coombe in the town, applied for street trading consent to put two tables outside its premises during trading hours.
However, a resident opposed the retrospective application meaning the council’s street trading and pavement licensing committee had to meet on Wednesday (July 30) to discuss the matter.
The member of the public who objected said: “I am concerned that allowing this application (will mean) road safety for pedestrians, bus users and motorists will be seriously compromised.
“Creating a hazard where pedestrians have to walk in the road at this point on a busy road is too risky. We get a whole range of vehicles including quite a few articulated lorries. Also, turning left from Chywoone Hill into the Coombe will be more hazardous.”

The person, who provided images of customers sat outside, added: “As you will see from the photos, how can you get through the gap if pushing a child’s buggy, using a wheelchair or mobility scooter?”
However, there were eight other members of the public who wrote to the council in support of the move, with one saying: “As a local resident, I’ve seen how Lovetts adds real value to Newlyn. It acts as a central hub, bringing people together and contributing to the life and vibrancy of the village. The outdoor seating creates a welcoming atmosphere, encourages footfall, and benefits other nearby businesses too.”
Another added: “This is a very wide area of pavement where there is plenty of room to move past the tables. The tables and chairs outside bring a really positive and vibrant look and feel to Newlyn. They will be especially in keeping with the new works happening to that junction and the proposed semi pedestrianisation of the area.”
Emma Hunt, owner of the business, said the outside seating had increased business ensuring the need for year-round permanent staff. She added that staff regularly monitor the area to keep the walkway clear. Since the two tables have been positioned outside there have been no reports of incidents or accidents.
The meeting heard the tables and chairs met the necessary statutory guidance for spacing with the route along the pavement being entirely clear of obstruction. A no smoking policy was also in place outside the premises.
The committee granted the application.
