PLANS to build more than 100 houses on greenfield land in Newquay have been submitted to planners.
A developer proposes to construct 162 dwellings, including 48 affordable units, on 15 acres of land at Polhendra.

The scheme also involves building a new access off the A392, open space, play space and access, roads.
The housing project will aim to create a built form that builds on local heritage, a central square, connected play, segregated walking and cycling routes and “celebrate existing landscape features.”
Maypool Estates Ltd, on behalf of developer Newquay Homes Ltd, in the planning statement said: “The scheme is designed to accommodate diverse lifestyles and ensure accessibility for individuals and families from all walks of life, offering a range of affordable and open market housing.
“Preserve and enhance the existing green corridors that connect surrounding landscapes whilst fostering new habitats for increased biodiversity, including mixed grassland, new trees, and wetland environments.
“A safe network of pavements and cycle paths promote active, healthy lifestyles while blending seamlessly with the natural environment.
“Play areas for a range of ages are thoughtfully woven into the landscape and movement network, ensuring easy access within walking distance of every home to promote activity and community interaction.
“An environment which encourages active travel amongst a landscape setting
“Highly insulated houses with integrated renewable energy technologies.”
Maypool Estates Ltd says the scheme should be approved to meet housing need as Cornwall Council “cannot demonstrate a five-year supply of land for housing.”
The planning statement said: “The council has a significant shortfall in housing land supply of over 4,500 dwellings and this makes the most important policies out of date with only limited weight being able to be afforded to them in determining schemes.
“The failure to maintain a five-year housing land supply undermines the core objective of the Government to deliver 1.5 million new homes during this Parliament and confidence in the plan led system.
“The application will make a positive contribution to addressing the shortfall and this is a substantial public benefit of the application.
“There is a shortfall in market housing in Cornwall, and this has likely to have played an important role in housing becoming less affordable in terms of purchase prices compared to salaries.
“The delivery of 115 market units is a substantial public benefit of the scheme.
“There is a chronic need for affordable housing in Cornwall, and the Local Plan acknowledges that even if the minimum targets are met, there will be a shortfall in affordable housing provision.
“Since adoption of the Local Plan the shortfall has worsened and waiting lists for affordable housing have increased. The provision of 48 affordable units is a substantial public benefit.
“The scheme will have no detrimental impact upon any conservation areas or buildings of historic value.
“In summary, the application accords with the Development Plan and importantly will bring forward an allocation delivering much needed market and affordable housing without any policy conflicts.”
